    Making a new custom ranger will always be at the level of your current party - just make sure you unequip any weapons and armor you want to move over to your new ranger squad. As long as you have one character who been customized in your party, you can remove the rest and keep creating new custom characters if you don't like how their attributes and skills have been spread out. In fact, you can "re-roll" your entire team at any time if you like.
